I cannot for the life of me parse the latin on this

8.11.20: and there's no marker for it on google maps. It's something about citizens and travellers; it was begun in 1750. That's it, that's all I got. I'm pretty sure it's on the left hand side of the road near the end of the reserve that's got the rosegarden it, as you're walking up away from the city.
